This photo is from Britain, most likely London, in the immediate post-war years. Those boys and their families would benefit from one
of the most extensive Welfare States then being established in the Western industrial world. It was instrumental in raising the standard of
living in the war- ravaged UK to where it is today. These boys may have earned their own way but they benefited from social policies
which included virtually free health care and acess to higher education ( also virtually free) unprecedented in their country before.
By "free" I mean supported by taxation.
