Have you considered fragrance? Does your mother have a favorite? An eau de toilette version, should be within your price range. Chanel fragrances are considered to be timeless, by many women. Dusting powder is another lovely present. Scented soaps, as well. TJMAXX, Marshall's, Filene's, etc., often have interesting selections of such articles. They're not that expensive.

A silk chiffon scarf, is charming.

A fine quality hand mirror, is something many women treasure.

What about a calendar, with twelve photos from over the years? I've given this present to many of my ladyfriends. Always gets a positive response. Office Max can do one for you, overnight. Twenty dollars.
