I don't think they are Inco as Inco keeps their finishing pretty standard across the board even when they are doing contract work (Burberry, Faconnable etc).
The Donegal fabric on these is actually very nice. They'll go with pretty much anything.

They are unhemmed sir, I don't have them here but I would say at least 35-36 inseam and probably more like 37.

The Germanos are nice.

Is it true that there will be an new "edmorel sartoriale" label that will be Incotex quality but 1/3 the price?

I'm close to positive that Germano is made in the same factory as the Italian made Incotex. If you removed the tag, one would be hard pressed to distinguish them from Incotex, save for the lack of engraving on the buttons. I'm surprised more stores don't carry Germano, since you seem to get all of the Incotex quality at a slightly lower price (probably 10% lower).
