For $250, you're going to get a passable suit at best. If you need one suit but do not have much money to spend, you're probably looking at something like Joseph A Bank or Men's Warehouse on sale / clearance (keep in mind that Joseph A Bank is on perpetual "sale"). Neither stores are SF approved and I can't say I recommend either for quality purposes, but they're all around the U.S. and you can get a suit for $200. It will probably be boxy (some alterations may help a bit), it will definitely be fused, and the fabric will not feel nearly as nice as the fabric on more expensive suits. That said, you'll have a suit when you need it and nobody expects a 19 year old to have a nice suit.
An increase from $250 to $400 would get you a dramatic improvement in quality but I understand if this is not affordable as I've been in the poor student position myself. You will feel better in it and like wearing it more, but you know better than any of us what you can afford / how you could stretch to get something a little bit nicer. If you get the cheap suit, make sure to budget a bit more when you're in a position to buy a second suit as you will one day be happier to have a nicer one.
