The lapels of an evening dress (white or black tie) will have grosgrain/silk/satin, lounge suits do not have this feature. That is part of a formal ensemble.
You will occasionally find a velvet colllar on a lounge suit but.usually signifies it is an informal garment or one worn in the country where day dress differs.
