Just got the updated escobar sweats and they're a little loose on the thighs and calf, i was wondering if they can be tapered?

I would advise sizing down over tapering. They are flatlock stitched and there are very few tailors that could replicate that stitch.

We are introducing XS in a couple of weeks if you are currently in a small.

I'm currently a small and the waist fits like a glove so I'm guessing the waist on XS will fit super tight on me

I often see him wearing one of your tees amid all his SLP gear at work. He speaks highly of you guys and not just because you hook him up.

If my waist measure 33" what size Escobar would you recommend?
Also I am only 5'6 will they look weird if I have them hemmed? My concern is the insert won't line up correctly.

Hard to say, but a medium will probably work. Small will be really tight at that waist size. I'm not sure about having them hemmed...we have pretty intricate stitch details so I personally would not recommend that, unless you can find a skilled tailor.
