I'm mainly speaking of how the coat is a different color than the lapel. What is that called?

A waiter's uniform from a fairly tawdry restaurant.

It does not have a name - the thing is just a hideous piece of uniform, band or waiter take your pick.

jgomusic,
This is a dinner jacket with a contrasting Shawl collar.
Though the responses you have received thus far may appear as mean-spirited in nature, please be assured these members have your best interests in mind. Do not purchase this jacket in the photo. It is garrish, you'll never be forgiven for wearing it, and you may not even forgive yourself later in life.
Please try our wonderful Search feature near the top right of the screen along the black banner where the 'Search Styleforum' box is located. Type 'Prom' in the box and browse the many results to guide you to a better decision. Best of luck and welcome to Styleforum.

I imagine that a number of tuxedo rental places have ugly and unattractive garments that they will let you rent. The real question is do you want to look good at prom or do you want to look like a delusional 17-18 year old kid who thinks that he looks cool in a cobalt blue jacket with black satin lapels? If want to look good:

1) A tuxedo is black (or midnight blue, though not for a prom rental)
2) Peak or shawl lapels
3) One button
4) No vents
5) Decent fit, i.e. no too big jacket or badly hemmed trousers
6) White proper tuxedo shirt
7) Cufflinks and studs
8) Low cut vest or cummerbund
9) Tie your own damn bowtie
10) Proper shoes

Vents are acceptable for the trad and/or the post trad community

I suspect a 17-18 year old thinking about a cobalt blue tuxedo does not fall into the trad community. I also think vents are a bad idea on a rental tux where it is difficult to guarantee fit (to say nothing of my thoughts on single vents on a tuxedo which I think are at best a deliberate choice one should make with full knowledge of the rules).

He's a high school kid going to his prom. If he wants to wear something like this I say it's OK as long as it fits etc. Let him have fun.

Hey kid, look at the Macy's webpage. I think they have stuff like that there. Maybe a couple of the other stores too.

I agree. It doesn't even look all that bad. Not proper black tie by any stretch, but fine for some louche lounging.
