I think of tie bars as being either dated or at least mildy ironic. If it's a serious party or you're trying to make a good impression on someone, I'd ditch it. If it's a frat party or something, go ahead.

Depends on how much fabric there is in the waist; some pants can. But most pants that need to be altered that much in the waist will have difficult-to-fix issues elsewhere and/or may come out looking unbalanced.
