To OP, i have a similar problem, big legs, normal sized body.
Tried for years to slim down to no avail. Then I got roped into track, and as a result of the training and prescripted diet, my legs retained their size (75kg @ 179cm, 22.5 thighs) but got alot more ripped. During January's track meets my bf was around 6-8% and my naturally large lower body allowed me an advantage in the first 30-50m due to their innate power, was able to do 23.55s for 200m. Currently ATG squatting at a 1RM of 107.5kg. My coach said i replaced all the flab in my legs with muscle thru' training.
Thanks to track training, my vert has also increased in leaps and bounds (im also a ball player), to the point where I can grab onto a legit rim from a standstill jump. Heavy squatting has done me far better good for aesthetics and my sport/s than all those years of trying to get "slimmer legs".
Sometimes, your natural body type is one with thick legs. Embrace it.
