The size down 2 or 3 rule doesn't seem to take into account all of the stretching most here agree you can expect.
Stretching is dependent on the amount of material, too; think of it more as a percentage than a hard number. If you have a natural 29/30 waist, a 27 should stretch to be just about perfect (at least for me). You could try a 26, but at that point, why not just buy a different cut?
Sizing down 5 will make them unwearable, by the way.
