Could the media be more crooked? I mean, I guess so, but it's hard to imagine they could get away with more than they already do.
That's not to say that I disagree with the thesis (assuming that's what it is), that prosecutors often use grand juries (in part) for political cover when they don't want to indict someone. But they don't have to bring dubious cases if they don't want to -- in fact, they shouldn't. It's downright unethical. If anything it's the cops' rights that are violated by presenting these loser cases to the grand juries.
