I'd say the police exercised a lot of restraint.

 

 

 

The video clearly shows this woman making a move for her waistband, where the officers could have reasonably suspected there was a gun.

There's a video on some local news station's website of a reporter standing in front of the "grass" and it's taller than she is. They interview the lady and she basically says the city can go to hell. It's something else.

Don't have link. But the lady does not appear to impoverished, demented, immobile, or otherwise unable to take care of the lot. She mocks the city and says she used to be on the city council. They interview the chief of police and he basically says he won't arrest the lady because she's a personal friend, which is a weird thing to admit on camera. The lady, evidencing sophistication, says she's still angry because if she traveled elsewhere in the state someone might arrest her. The video leaves little doubt that she could have the grass cut if she wanted but that she's just decided she's not going to do it.
