I've had more time to mull this over, and I'm inclined to change my original assessment slightly, mostly because of the immediate presence of other officers who, as far as I know, were unoccupied at the time. Had this officer been by himself it would much easier to justify him drawing his weapon being that his options would have been severely limited if things had gone sideways and he was overwhelmed.
As far as the distance of 5ft - that's not enough time to draw your weapon and get off a round if someone charges you, but that's another discussion.
