Yes, it does. You can track your items with both USPS and Canada Post website.

Bought from them a few times but I can't remember, will Outlier mark down packages?

For years packages from Japan have crept through customs unnoticed, but the last three have all been picked up. It looks like UK customs have finally figured out how to convert Yen to Sterling frown.gif

I shipped something via DHL to France and marked the item down to $100. The recipient said he still had to pay €45 in customs. What did I have to mark the value down to?

How do I import used goods from my home country (non-EU) to another EU country without imposing import duties and taxes?

I currently study abroad and I need a pair of shoes that I have at home. Do all goods need to be taxed regardless of their purpose?

Try contacting the customs people of the country you are importing to and tell them exactly what you want to do i.e. import your own property. See what they say. If they want to tax you, then cheat.

that's easy? mark it as gift or low value or whatever the option is on the form.

Yes, that it. Why don't you mark the custom form as gift with 0 value as it is not business?

mark the item at low value, no more than 10 Euros, and gift, make sure the senders or return address is not a business address.

I would not mark the value at 0 because customs may consider this as evasion, everything has some sort of value even it's just nominal.
