I thrifted an expensive cashmere sport coat that I wanted to have altered and I soon realized that in order to lengthen the sleeves my tailor would need to relocate the top button, making it the bottom button - the trouble being that this garment has sewn holes rather than just sewn on buttons. Has anyone successfully had this done without leaving a highly visible mark on the sleeve where the button used to be? Furthermore, what would be a reasonable price for this alteration on both sleeves? If I remember correctly, in addition to the other alterations I was going to need, it would have cost me upwards of $180 to have the jacket fit correctly - something I wasn't willing to spend given the possibility of ruining the sleeve in the process. Thoughts? (they are not functioning cuffs)

Not necessarily. Look on the underside of the sleeve. If the stitching goes all the way through like it's pre-cut for functioning button holes, then no, don't do it. If the stitching doesn't go all the way through, your tailor should be able to remove it without any noticeable mark. While this can't be guaranteed, I have had it done with no sign of the button hole stitching upon removal of the thread.
Take another look at the cloth and then the button holes. It will most definitely leave a mark if he had one removed.
