What is the deal with the trousers depicted in the illustration?

My $0.02: SB, 1-button, notch lapels, patch pockets, side vents.

I plan to do this for my next sport jacket.

Not sure, but I think those are equestrian trousers.

They are gayer than a velvet jacket.

Also I believe they are a feature more consistent with winter odd jackets in heavier fabric, plaids and stuff. Hence out of season for a linen jacket.

Than a leather Forestiere?

RLPL has one something like what you are talking about. I saw a navy pinstriped version at Neiman's in Houston last weekend and I was quite taken by it.

What about a "tete-a-tete"?

Four-button sleeves is certainly the classic choice, but I'm not sure what the connection between long arms and number of sleeve buttons is. I have pretty long arms, too (35 to 37 shirtsleeves in RTW, depending on the maker and the amount of shrink in the) and I don't think a gapped 2-button sleeve looks any odder for the length. I have a blazer I like very much (Chester Barrie/Harrod's) with that sleeve configuration.

Now, if you think it's an odd idea to begin with, that's a different story.
