Small resume/cover letter question

I'm applying for jobs (book publishing), and while some ads will say something the effect of "paste resume and cover letter in body of email, attachments will not be read," others don't say anything. If an ad doesn't have instructions, should I send attachments? Paste in the body of the email? Do both? Thanks for the help.
