This. Make the record. I think making a report is almost a duty exactly because you do not
know. If this were a friend/neighbor and you knew the dog, it might be different. But you really have no idea what this dog is like. If he was just having a bad day and this was a one-off, there's no harm done in reporting it. But if he is -- or is becoming -- a serial biter, then at some point, steps need to be taken to keep the dog from biting people. This doesn't mean he'll get put down, far from it. There are lots of intermediate steps before you get to that.
But if you don't make a record, and he is a serial biter, someone else will get bitten who need not have been before the owners are forced to take action.
I'm all about dogs. But I am often not so keen on owners, especially stupid, entitled, inconsiderate ones. So make a record and let the chips fall where they may.
BTW, IIRC, one of the advantages of reporting is that the authorities will make the owner produce documentary evidence that the dog has had his shots.
