It's tough to judge because they had different responsibilities. LT had one task: to find the player with the football (usually the quarterback) and crush him. Lewis had coverage responsibilities and had to direct the defense. Both were the best at what they did.
Although Ray is the only player in NFL history with 40+ sacks and 30+ interceptions, I give the nod to LT because he changed the way linebacker is played and forced opposing offenses to game-plan for him. He was the first to sack-and-strip and always had to be blocked, even on a running play to the other side of the field. Now, all linebackers try to play like LT, but he was the first.
