There are LVC chinos on eBay that may fit the bill, although many are distressed. Also Engineered Garments and their Workaday offshoot have higher rises, and Inventory stocks a brand called Orslow that may suit you.

thanks for the suggestions. the distressed LVC chinos and overly detail laden orslow pants don't do it for me, but the EGs are ok.

engineered garments intermediates chinos. rise is slightly low, about an inch less than what i'm looking for, but not too bad. it looks like the smallest size they make is 30.

universal works suit chino. good rise and leg opening. can't argue with the price, either. not so keen on the cuffs, but that can be fixed.
