When I was in college we unofficially had a party every Thursday night starting at 10PM sharp in my apartment right on the edge of campus. The last classes ended at 9:45. We had a keg on hold at the nearby tavern. We would swing by, pick it up along with a stack of cups after class. Everyone paid a few bucks in a bag that would circulate. On those magical crazy nights, when we would run out of beer, we would pass the hat and get another keg.

The best part was having a steady stream of sweet young things that attended regularly and even cleaned up any mess.

The key was inviting lots of females with the goal of 50/50 actually attending. Inviting males and females from multiple social groups created an interesting mix (jocks, musicians, stoners, neo-hippies, pre-med, etc..) that was appealing. It was a ritual for 1 1/2 years. Good times.......

Both.  Go to the house party first as a pregame with free booze and then go to the bars for the late night.  You get to do both and save money.

When I was in college there were three bars right off campus that served 18 and up.. Over the weekend we'd cram 800 kids in a small bar (shoulder to shoulder shit-show).. No tables, just a long bar and an open space where kids would grind. The liquor was cheap and likely watered down—the tequila was probably a disgusting tequila-flavored liquor, as kids would take 8 shots and brag about still being coherent. It was actually a blast—the music was loud and the girls were slutty, but definitely got boring and repetitive after a while. I think that everyone wished we had more house parties, and feel that we missed out on that experience..
