In the UK brass knuckles, nunchaku, and handguns are completely illegal, again according to Wikipedia that is, as are flick-knives, Tasers and pepper spray. Here in China, it's only the personal ownership and carrying of guns that this outlawed AFAIK. Although any actual enforcement seems to be quite variable. You'll often see people carrying nunchaku and practising in parks with them, especially in southern China. Although they're actually a Japanese thing.

It depends on where you live. Try getting a concealed carry permit in NYC. Just about impossible.

This isn't true, at least not in all states. Concealed carry permits tend to be weapons permits, not gun permits. This means you can carry any number of weapons concealed, including brass knuckles.

Also, there is no federal prohibition on brass knuckles. Where they exist, laws pertaining to them are state/local.
