The answers are easy.
1) Depends on whether you aspire to look like a proper American who shops abroad, or a proper Englishman who shops domestically.
2) It's never a good age to own tasseled loafers. You can get away with them between the ages of two and four, on account that your mother dresses you, and you have essentially no say in the matter.
