90% of the men in my town that do wear suits are wearing them unhemmed!!  I kid you not!!  How do I gently inform them  of this?

Last time I changed jobs(12 yrs ago), I gave my former employer 2 weeks and told my current employer that I could not start for 3 weeks. I needed to have a week off to "detox" before starting a new gig!

That^^ could work.
At my current job, I rcd a FedEx package when I accepted, I thought it had all of the basic HR info in it. It also had the letter that I needed to sign and return. I just called them and told them that I would send it asap. They had no problems with it.

In one day he went from a minor annoyance who I could regard with some small amount of amusement to a crippling plague. In the mean time I'm going to raise hell to HR to get him moved to a different desk.

He also eats bad smelly food and burps all day long. My fiancee packed me a nice sandwich. I started to eat it and play the NPR hourly news on my phone. As soon as I started eating he started belching, which was absolutely disgusting, then started talking about NPR. Talking to me as I am listening to NPR is like watching TV, then having him stand in front of of the TV so I can't see it then say "Hey man, do you like watching TV?"

Update:

I'm cursed. This morning I was told that he has been transferred to my department and I'm now his boss. I was the last person to find this out. I heard him leave a voicemail for someone today. It was about 3 mins long and he never said who he was, what company he worked for, and couldn't explain what he wanted.

He also started throwing food trash away near my desk and it stinks up the area. I told HR my problems and there was a new office-wide rule made stating that food trash could only be thrown away in the break area. This is the only positive exchange with HR I've had in my whole life. HR also told me that he was once told to buy the food for the office, but he eats shit and only bought personal microwavable pizzas and frozen cheeseburgers, nothing else, and eat all of them throughout the day. This is why everyone in the office is now limited to 1 snack a day.

I was passive aggressive about it before. I think I had a legitimate reason. I was just recently hired and don't want to bring drama to the CEO. I'm not going to shake his hand recently after the hire then say "Let me tell you who I have a huge problem with..." Since the diarrhea mouth is my subordinate now, it changes how I treat him. If he acted like he did in my first post about him, Id have a private conversation with him. Already today I've been speaking to him very differently and assigning him stuff, with no candid conversation.

As it stands now, after just a day, he's became meek and shy, and knows how ostracized he is. Even with him being more quiet today, he got lots of public flack.

So the remaining problem is that he isn't capable of doing anything right. The voice mail he left without saying who he was, what company he was with, or explaining what he wanted just blows my mind. I could talk to him about how limited his capabilities are, but talking can't raise his IQ or practicality. I told him about the call and how it needed a schedule. I know it won't do any good though. As it stands now, I'll tell him to shut up if I need to, but still add my voice to the others who are campaigning to have him fired. I was hired here 3 weeks ago and from recent conversation I've learned that his has been in the cards for some time.

This is a good thing. If he reports to you, you can actually do something about it.
