It is entirely just a naming convention. Some schools have both, some only do BS and some only do BA. Usually schools that offer both make the BS more quantitative, but unless you are intimately familiar with the particular school's course catalog, you can't judge just from knowing if someone has a BA or BS.
I don't even remember which I have...but we only offered one and we did not have a shitty econ program.
edit: I looked at my work's website and it says I have a BA...(actually A.B. because you know...latin...) so that's probably what I have. I just know that our Econ requirements forced the quantitative stuff on everyone (econometrics, some multi-variable calc, some linear algebra, etc).
