It's the IFRA (International Fragrance Association) regulations that are causing so much trouble in the fragrance industry. In the vast majority of cases, the perfume houses simply reformulate the fragrances that are affected. (They reformulate for lots of other reasons too.) Creed probably did not have to discontinue Green Valley; there are lots and lots of fragrances with oakmoss in them that have been reformulated. I suspect they just wanted to take it off the market for a while to drive the price up for the "limited edition" re-releases.
