Of course I don't think it is usually done because of money. It is done because they don't want someone who is jumping ship to a competitor to have unfettered access to a bunch of secret shit for a few weeks.
No, you don't have to pay them to their last day. Someone gives you notice, you accept it on an immediate basis, goodbye. You do have to follow your PTO payout policy though as if they worked out their notice. Trust me, this is not my first trip to the rodeo over this stuff.
