I am editing papers for a journal. I request that authors submit their papers in the Chicago Manual of Style format. They send me e-mails saying "Here is the paper, formatted in Chicago style." But here's the thing: the papers are not in anything resembling the Chicago style. So I spend my weekend putting lots of papers into the Chicago format. And correcting quotations that authors get wrong. And correcting their grammar. In an office that is too cold because the university apparently doesn't think anyone works here on weekends.
Granted they aren't prefect, but they have software which greatly simplifies this process. I mean for them, you shouldn't have to fix other peoples mistakes.
As the editor, unfortunately I do have to fix other people's mistakes. But I know what you mean here; this is a fairly unusual case where I've got to get the manuscripts finished quickly. I don't have time to keep sending them back to the authors, who would probably fail to make the appropriate corrections anyway.
