What iOS Apps from Apple are your speaking of here? I just tested Mail, iMessage, Photos, Notes, Phone, Settings and Podcasts. They all follow the top-left corner guidelines. Admittedly Safari does not, but it makes logical sense that they put these buttons on the bottom considering the top is monopolized by the URL field and search. I don't fault them for this in the least. Is this the lack of consistency you speak of?
