I've never really worn watches before but I've always wanted to buy a decent one. I'm currently looking at the T-Race:

Watch 1

I actually like this one better as far as style goes, but not knowing anything about watches, I'm not sure what justifies the additional $475:

Watch 2

Would this watch be good for casual shorts / t-shirt as well as more dressy attire such as jeans / blazer and even a suit? I don't wear suits much at all since I work from home, but would still be nice if the watch could be worn with anything.

Also, all blacked out watches seem to be in style right now. Should I be looking for all black instead?

For that price I would purchase a mechanical watch not a quartz. You pricing you've provided is pretty much at the entry level for mechanical watches and you should be able to buy a decent watch with an ETA movement in it. Tissot makes some of these if that's your thing, but for sports watches you can do better. I would make suggestions for you but your taste and mine differ greatly. If I were to spend $500-$1000 on sports watch I would get something like a Hamilton, Stowa, Oris or Longines.

Also, neither watch you've posted has the look of a dress watch. Dress watches are smaller, thinner and less busy like this.

The colour of the dial is a matter of taste. The most common being black, silver and white. Gold, orange, blue, the list goes on.

If this is a subject that interests you, there are two watch threads on this forum.
