Generally believed to be of English origin. Its called a gauntlet cuff. Aquascutum used to put them on regular lounge suits as well. I am making up a Dinner suit right now with grosgrain gauntlet cuffs.

I'm really happy to see someone using these; I haven't seen an example for a long time and I do like them a lot. Of course coats way back in the C17th often had fold-back cuffs - are these a hangover from those, do you know? Or did they originate later as did, for example, the superficially similar 'cocktail cuff' on shirts?

The gauntlet cuff as seen on my jacket goes as far back as the Victorian era for sure. Past then it gets a bit muddy without surviving examples and photographs.
