How is a suit supposed to fit a woman?

Despite only about 5 or 6 Style Forum members getting their suits to look right on them lets get ahead of ourselves and talk about how a suit should fit a woman. Let us try to be objective as well, what we might find sexy might not be proper, so tuck your junk in between your legs and lets have a go at this. CBD: Chick Business Dress

Recently my girlfriend's good friend got a job where she is required to meet with clients and such and she needs to be business formal. She wanted to get some suits and she asked me what the fit rules were for a suit. I began telling her some general rules of proportion and then I realized, wait a second, different things might be acceptable for women in pant-suits. For example, the jacket covering your gluteal folds. Many women walk around with these flared short skirt like jackets. Is this fashion, or is this ok? I honestly have no idea, but I do know that I have been watching a lot of old X-Files episodes and have commented to my girlfriend that I like how Dana Scully's suits fit her. Not tight and fitted, but a draped chest, much more draped than the natural bust and trousers that fit much like a man's trousers would with a lot of line and falling straight down. Not this spandex-y, almost legging to the knee stuff you see some women wearing. I personally think it looks elegant and sexy, not like the beginning to some bang bros porno.

So are there official rules? What is your opinion on how a woman's suit should fit?

Given how poorly Mulder's suits fit him, I would assume that Scully's wardrobe suffered from the same low budget and shouldn't be considered especially proper.  But perhaps Mulder's suits fit poorly on purpose, and Scully was supposed to look more put together.  Still, Scully's wardrobe was purposefully loose in the second season to hide her pregnancy, so I'd throw out that season.

If I'm going to pick a TV show that best reflects proper suit dress and fit for women (without knowing what that actually entails), it would be Law & Order.

Mulder's suits fit him a lot better than most of the people's on this forum. They at least sit on his neck. PArt of what you see is a product of the era too.

Never saw Law and Order.

Not consistently.  I readily agree that Mulder's shoulder-padded, large lapeled, baggy suits were a product of the time.  But if that's the case, why would Scully be any different?

Meanwhile, on L&O, Jack McCoy always looked well dressed and properly fitted, and his suit choices never seemed particularly fashion-influenced.  I would assume that applied to the female ADAs of the time as well.  Thinking of Jill Hennessy, Carey Lowell, and Angie Harmon in particular.

I googled "Mulder's suits" and it was one of the first images.

Searching for McCoy and his ADAs was a little harder, but here's one from the same time period:

Granted, that's not a good picture to assess whatever Carey Lowell is wearing, but it makes the point about McCoy vs. Mulder.

EDIT: Here's a better one on both fronts.

I have no opinion on this topic. However, UBS may have an opinion in their 43 page dress code manual. Unfortunately it is in French, so I can't say whether it contains useful information on fit in addition to its well-publicized opinions on underwear:
