What are the buttons under my lapels for? And what's with this strip of fabric?

My new blazer has buttons on the underside of the lapels, one on each side, just above the notch. What are they for?

Also, on the inside right, down near the pocket, it has a short strip of fabric held in place by two buttons (it's removable).

My first thought was that the strip of fabric must be used to connect the two buttons under the lapels in inclement weather, sort of like a throat latch--but it's far too short for this.

Any ideas? I will post pics if necessary.

Wow, that is stupid. It's RLBL--don't the people who make their jackets know what they're doing? Using it would amount to garotting myself.

Throat latch: gives you the option of showing it as a tab, or if you don't feel like it, gives a place to keep it so it won't be misplaced
