Where can I find a good tailor to bespoke a cloak?

Hi there, I had purchased a Dior Homme cloak several years ago, it's women size so it's too small for me. But I very like it, so I want to bespoke a copy.

I want to find a good tailor, I'm in China. Who can tell me which country‘s tailors are good in bespoke cloak / cape? I know some good tailor in Hongkong, Ah Man Hing Cheong, W.W.Chan...But I think the best tailors who make cloak are not in Asia.

Someone help me?
