Just remember: When you get hauled in on a bench warrant, make sure you tell the other guys on the bench that you created a nuisance. No one will be impressed if you only mention the part about littering.

The person who posted used the caption "Welcome to 1984!"  I'm going to guess they didn't read Nineteen Eighty-Four.

Reminds me of a news story I heard on the radio this morning. The gist of it was that nursing homes are refusing to re-admit patients who had to leave to spend time in the hospital, even when the state agency that regulates nursing homes orders them to do so. The latter, apparently, is partially because an entirely different agency has the power/responsibility to enforce such orders, and poor coordination/resource constraints/agency in-fighting/whatever has led to them not doing a great job of that.

Anyway, the reporter described the situation as "a real Catch-22", by which he seemed to mean "a really unfortunate situation".

Since if a place has no patients it makes no money why would a facility not readmit a person? Simple answer is they were not paying their bill but the regs prevent a discharge as no other facility is going to take them. By virtue of being the hospital's patient the sending facility is therefore not kicking a non-paying patient out as said patient is not currently theirs.

Could be, although my sense these were more low-end places where Medicare was picking up the tab rather than families, and I got the impression that the nursing homes were violating some sort of regulatory requirement. Was only half-listening, though, so didn't follow the details.

FWIW, Medicaid, or in your state MediCal, would pay for those folks, not Medicare. Thanks for the link...it was the other possibility that came to mind; these are problematic patients. Put problematic patient with Medicaid rates and I get why they are doing this from a business standpoint. From a risk standpoint I also get it as the facility will still get sued if he whacks someone's little grandmother (which the article indicated was the sort of issue he has).

It's sad but in the system you all have created, with so many perverse incentives and misaligned priorities, it's a rational choice on the part of the facility.
