That would be in the ballpark of 20%, which is materially different from 23%.
Also, he made less money in a later year, which means his rate would be substantially lower than yours was in 2007, given the marginal rates adjust each year.
Regardless, this guy should know better than to make that mistake - he has an MPA and he once worked in state-level policy. Plus, the statement was made in the context of a debate on Romney's tax rate.
