Hair and makeup aside, I don't know that it's particularly dated or ethno-specific. It's addressing proportions, not features -- and the stated proportions don't strike me as favoring any particular ethnicity. The diagram doesn't propose any 'ideal' in terms of eye shape or color, lip fullness, hair color or texture, nose shape, or skin tone. Nor does it discuss the planar contouring of the skull, or any of the other assorted facial characteristics that distinguish various ethnicities in terms of appearance. I really can't think of any ethnic group from Aleuts to Aborigines whose purebloods don't largely conform to the basic geometry outlined here.

Don't mind TS. He thinks any girl's ugly if they don't look like this: LabelKing, I'd have to say that this baby-face look is rather unappealing in today's world. It's funny but in watching classic films from the 30s/40s I often wonder if people today resemble people back then. I haven't seen many Marlene Dietrich or Bette Davis-type faces in the media or in person whereas back in that day I'm sure they were a dime a dozen in Hollywood. I guess it's similar to how easy it is to find a Spears/Lohan/et. al. look alike these days.
