Car leasing options for non-resident

So I've hired this UCLA student to do some things for me as I've gotten very busy. He is from Vancouver and is here on an F-1 Visa.

He found out he can't lease a car and needs a car to do some of the things I pay him 15hrs a week for. He's very reliable but I'm also not sure if I should co-sign any loans.

Does an international person have any options if they don't really have credit in the US? I don't want to let him go (he's been using his friend's car who has been out of town until now,) but I need someone who can run errands around the city.

Buy him a beater that you can sell for roughly the same amount after he/you're done with it. Some beaters seem to hold value well; hell I've had some friends buy beaters for $2400 and sell for $2800 a year and 10k miles later...

*edit* with no added work or repairs other than regular oil changes.
