Not true. This is based on two previous personal experiences with filing Paypal disputes on ebay. The first dispute involved an "item not as described" - Paypal forced the seller to send me a prepaid UPS shipping label (by email, then I printed the label through my printer). In the second case, I paid for the return shipping but Paypal refunded my monies including return shipping costs. When working with Paypal, if you document and prove you have a strong case, they will accommodate the aggrieved buyer.
That's odd.
I also have experience winning SNAD disputes with eBAY/Paypal. The most recent was last August/September. After I won those disputes, eBAY/Paypal refused to force the seller to pay me the return shipping costs, or to pay those costs to me themselves.
They also told me that the buyer paying return shipping, even when he is not at fault, is an industry-wide standard.
I'm not sure why you had a different experience, but that's great in your case.
