when it comes to mixing and matching darks and lights, are there any rules you stick with?

It you want to appear taller; go dark-dark or light-light. If you want the opposite effect, cut yourself in half visually by going dark-light or light-dark (and wear a wider belt). Also, the lighter half will appear larger.

I generally go with dark or dark-patterned up top and light down below during the day, and dark bottom and light up top in the evening.

I try not to go with too much contrast between pants and jacket since I'm a shorter, bigger guy. Cutting me in half does me no favors.

Just remember, "The eye is drawn to the point of highest contrast." If you are trying to bring attention to your face (I think that is mostly the case), make sure the contrast between your face, your shirt, and your jacket works in your favor. For example, Navy Pants, Creme Jacket, White Shirt, Light Skin, Light Hair, and people end up looking at where your pant/jacket meet (the point of highest contrast).

Can we expand on this more? If I am tall and my stomach is the same measurement as my chest then two things are clear. One, I need to go to the gym more and two, I should wear dark shirts and light pants?

I stick with suits so I don't have to worry about it all, but lighter trou with a darker jacket always looks better than the opposite to my eye.

This is quite oversimplified and erroneous in some ways. First of all, people of the same height can have different dimensions. Furthermore, light colors tend to highlight extreme heights. Also, light-colored pants make long, thin legs look long and thin, which most considerable undesirable. Personal coloring can affect the strategy, too. Besides, many medium colors exist, and most people don't want to be limited to ranges of colors.
