No, there are different sizing systems. I'm not sure what they use in Germany though. If they use EU sizing, the same as in Italy, then you usually add 16 to the UK/US size, for example a 28US (28" waist) is a size 44EU.
I don't think Germany uses the Italian system anymore. There is the new EU system which I think is similar to the French one. If they do then it's cm /2 for waist.
