The Clippers are a professional basketball team, and I think they're based in Los Angeles, California. Whoever the guy is, I don't think he's dressed all that badly. I mean, I won't tell you he looks mind bogglingly great, but I don't see anything hideous about what he's wearing, either. I've certainly seen professional athletes - and a great many sportscasters - wearing far worse than the fellow in the picture.
Perhaps he is violating some SF accepted standard. But hey, I like sack suits and wear size 13-EEE shoes, so I dare say I'm not representative of the SF approved look, myself.
And fwiw, I not infrequently wear silk knit ties. I can't say that I tend to wear a silk knit tie with a windsor knot - usually, I go for a four-in-hand with a knit tie, or once in a rare while maybe a half-windsor. But neither do I think the knot the guy in the picture is wearing is ridiculously oversized and horrible-looking. Assuming he's some near 7' tall professional basketball player, he could probably get away with a knot size which would look absurd on a 5'6" tall SF member sporting a 14.5" neck and wearing a size 36R suit. (It works both ways. Styles which might look great on the aforementioned 5'6" guy with the pencil neck and the small upper body could look laughable when worn by an NFL lineman or an NBA power forward.)
