I know they may not be tassel's, but what im not sure what they are.

They are called collar tips and are very common in western wear.

Unless you are currently on the back of horse, and west of Mississippi River you should not even consider wearing them.

And even then I wouldn't recommend it.

I certainly agree that they are not tassels and having read of the actual origin would concur the restriction of their use suggested by Gdot. They are just plain ugly.
