Just got some Petit Standards, had some questions about fit.

I typically wear a size 32 in all other jeans.  I ordered both a 31 and 30 online, and neither seem to have that "can barely button" fit in the waist.  However, they are tight in the thigh area.  Also with the 30s, I feel like the rise is just so low that when I bend over it shows off my ass crack.  For this reasons I'm wary of going with these.  I figured I would just go with the 31 and if they stretch too much I can always wear a belt?  Does this sound like a poor plan?

sounds about right. you don't want your ass hanging out, but if the 31 fit a little tight then rest assured you made the right choice. APCs will stretch so you're good.

Should I be worried about being able to fit my hand in the waist though?  I can do this basically with the 31s and the 30s

But I feel like then they will be even more low rise!~  Which I do not want.  The 30s have a snug fit in the waist but are still not super tight, they are super tight in the thigh area though.

I normally wear size 29 and the APC PS 27 fits me nicely. It was really tight at first, and now it has loosened after only a few wears. I've owned the Rescues and the NS. They stretch out ALOT!! I would recommend size 29. If you are worried about your crack showing, then get the NS instead. The rise isn't as low.
