If you're going to keep it un-tucked, I think it's too tight near the hips, which is further accentuated by the length of the shirt. But, if you're going to tuck it in, I think it's the perfect slimness. I have a shirt that's just like that from modern tailor, but I tuck my shirts in so it fits perfectly. If untucked, it looks just like yours.
It is not too tight if it is made from a stretchable fabric, it looks like one of those 'muscle shirts' with a collar and buttons. Also, how is this a dress shirt in this color?
IMHO way too tight. It may look decent while standing upright (and there is already button pulling around the hips) but it will look weird when you try to sit down. Or breathe Why do you want this shirt to be so tight? It's not a diver's suit.
You have to wear it, therefore you decide what's comfortable for you and how you like to look, though.
