Returned Clothing Sale Regulations?

Does anyone know about laws and regulations about selling returned clothing? There are some rules about cleanliness and such, but for example, is there any law about new clothes stores putting worn-then-returned clothing back on the regular rack? What about store policies re discounting such items?

Anyone know?

This is interesting and disturbing, but it doesn't say what it is done with returned clothing that has been worn. Or whether packaging/tags removed is treated as worn by policy.

Who is to say a very discounted item hasn't been worn? And if there are laws, presumably enforcement is lower for online retailers.
