if you want hamstring development. Do stiff legged dead lifts.

Shoulders: shoulder press, shoulder flys, front raises, arnold shoulder press, and I guess maybe upright rows.

also sounds like you just have to ballance out your legs. try holding dumbells and stepping up onto a bench. working the legs unilatterally .
