Tailoring a wool coat?

I have a narrow build, and I have searched endlessly for a mens camel coat that doesn't cost me 700 dollars or up; it's very hard to find anything that would not make me look like a linebacker. But yesterday, I found this great vintage double breasted camel coat with 18 inch shoulders, so I jumped on it. I was just curious if a tailor may be able to have the chest size taken in a bit, and if the sleeves and bottom could be shortened some.

The body can easily brought in below the arm-pit; bringing in the chest above the arm-pit is possible but much more difficult. Shortening sleeves is easy. Shortening whole coat can be done but is, again, much more difficult.

As it happens, I have recently acquired a similar treasure. I would like to know the proper length of the sleeves. Should it be the same as the jacket underneath, match the shirt sleeve length or something entirely different?

Thanks Sanguis. I guess it also depends on the tailor's skill. I hear that a great tailor can do all kinds of difficult tasks, and while it costs more, it can be worth it. Simpler jobs are fine for average tailors, etc.

The sleeve should be longer than both the jacket and shirt sleeves. Unlike the jacket or shirt they should partially cover the base of your hand.

It is easy for a custom tailor to take off some length/bulk here and there from the garment.
