Anyone ever see this Barbour jacket?

I believe this is an old Barbour jacket, from around 2001. Has anyone ever seen this before or have any info on it?

Looks like a vintage International model that the British Army issued to its Ordinance Riders (Signals motorcyclists) in the early 20th century...But there should be a belt on it.
