I think that they do it on purpose. I remember reading an interview with lindey hemming (James Bond Wardrobe head from Goldeneye-Casino Royale) saying that they dressed him in a way that they bruce wayne would dress if he wanted to help conceal his identity which is why they went with Armani. I don't feel its a fail on the wardrobe peoples parts as they really did go into a lot of detail with TDK and batman begins at least, Even the watch chosen was a JLC reverso with a white face on one side and a black on the other to "echo the duality of the film" and If I'm not mistaken i believe edward sexton did the jokers suit but this might have been for the earlier batman movie. But back to my main point this is suppose to be a man (bruce wayne) who in reality doesn't really care about clothing and just buys and wears the stuff because its from armani and flashy and that helps him cover up his late nights as Batman.

It sort of looks like instead of hemming the pants he sorta just folded it in you can sorta see the outline, but that might just be the fabric lol
